UK Government Extends Seasonal Worker Visa Program to 2029
The Government has announced a five-year extension to the seasonal worker visa route scheme until 2029. This extension provides much-needed certainty for employers in the food supply chain who rely on seasonal workers to help meet demand during peak seasons. With 45,000 seasonal worker visas available for 2025 and plans for future numbers to be outlined later this year, businesses can now better plan for their workforce needs in the coming years. This extension will help ensure that the UK's food production and food security remain strong and resilient. As part of the new government measure to ensure long term certainty for food labour, the Government commissioned an independent review considering how automation, domestic labour and migrant labour can contribute to tackling labour shortages in the food supply chain. Responsible Recruitment Progress Assessment
Pro-Force are delighted to report that they are the first Seasonal Worker Scheme operator to complete the Stronger Together Responsible Recruitment Progress Assessment audit process. The audit confirmed Pro-Force’s Responsible Recruitment Toolkit (RRT) self-assessment score of 97%.“The Responsible Recruitment Progress Assessment findings demonstrated Pro-Force's proactive management of all aspects of the SWS, as well as the recruitment process more widely, mature management systems across all standards of responsible recruitment and multiple examples of proactive collaboration with multi-stakeholders to drive improvements.”The Responsible Recruitment Progress Assessment has been developed through the Seasonal Worker Scheme Taskforce (of which Pro-Force is a member of the governance committee) and is backed by all Aldi, Asda, Coop, Lidl, M&S, Morrisons, Ocado, Sainsbury’s, Tesco, Waitrose and SEDEX.Developed by Stronger Together with Taskforce member input (representing all supply chain stakeholders), the audit has two key stages:Self-assessment: Scheme Operators complete the common Self-Assessment and share this with growers and other interested parties to demonstrate the management controls in place, as well as with Stronger Together to scope the independent assessment Independent assessment (including Scheme Operator, source country and on-farm): this assessment enables Scheme Operators to independently verify their progress in implementing responsible recruitment good practice steps, and includes a due diligence review in a source country of recruitment practices and workers' ongoing experience once placed on-farm.In June 2023 Pro-Force’s Compliance team completed the RRT self-assessment. In July, the appointed Stronger Together auditor travelled to Kyrgyzstan to observe a Pro-Force recruitment event and conduct confidential worker interviews. Upon return to the UK, this was followed by two further visits to Pro-Force Head Office to inspect central policies and procedures and interview senior management. Visits to client sites to conduct further confidential worker interviews also took place over two days. Elements of operations that were assessed included:No forced labour & no child labourNo recruitment fees are chargedJob information is accurate and transparent & all workers are properly recruited and onboardedRegular work is offered and working time is not excessiveWork conditions, accommodation and transport are safe and hygienicAccess to remedy is ensured and a worker-centred culture is promotedOf course, there are highlighted points for Pro-Force to work on. For example, continuing to educate workers about unscrupulous 3rd party individuals and organisations (outside of the supply chain) offering bogus services which purport to either speed up or enhance the visa / work placement process. Work will be done to further clarify the process around reclaiming income tax and continue to drive higher standards in worker accommodation. In 2019 Pro-Force led the way by mandating 32 hours’ per week minimum pay for Seasonal Worker Scheme workers, and is pleased to see this is now adopted as a scheme rule. Pro-Force sees the Responsible Recruitment Progress Assessment audit as a pleasing reflection of its achievements to date, however, reconfirms its commitment to continuously work to improve worker welfare standards. If you are a client and wish to view the RRPA audit, please contact Sam Zubaidi (Compliance Director) sam.zubaidi@pro-force.co.uk. Seasonal workers share experiences of UK farms in new video
Pro-Force have collaborated with the Gangmaster and Labour Abuse Authority (GLAA) to develop an educational video for applicants to the Season Worker Scheme.Seasonal workers from across the world have spoken about working on UK farms in a new video designed to increase awareness of employment rights for those arriving in the country for the first time. The film is part of a package of measures to better protect and educate workers and ensure that their expectations of seasonal agricultural work are matched by the reality. Workers discuss how they were recruited for the scheme and explain that they did not have to pay any job-finding fees before starting work. They explain to viewers what a normal working day involves, how they are paid, their accommodation, and what they do in their spare time. The video ends with workers giving advice to those coming to the UK on the scheme about what to expect. Workers can watch the film in English, with versions subtitled into Bulgarian, Indonesian, Kazakh, Nepali, Polish, Romanian, Russian, Tajik, Ukrainian and Uzbek. The finished product is now being distributed by the sponsors to the countries in which they are recruiting this year. The video was created by Pro-Force and has received ongoing support from the Gangmasters and Labour Abuse Authority (GLAA) and the Work Rights Centre, an independent charity specialising in providing advice to migrant workers about their employment rights. You can watch the English version in full here.GLAA Head of Prevention and Partnerships Frank Hanson said: “We saw an opportunity to support the scheme operators and to build an alliance protecting workers and businesses against the threat of labour exploitation. “Seasonal workers understandably have their own expectations about what working on farms in the UK will be like. In a small number of cases, those expectations are not met by reality. “By creating a video in which they hear directly from seasonal workers of their own nationality, we hope that some of their key questions are answered before they decide to join the scheme. “The Just Good Work app, along with other GLAA resources, will also give them extra reassurance once they arrive in the UK.” Providing open source access to information is vital in helping migrant workers make informed choices. We hope this video helps achieve those aims and supports other worker education projects like the Just Good Work app and the work being done by the International Organisation for Migration.Dr Dora-Olivia Vicol, CEO of the Work Rights Centre, said: “As the number and diversity of seasonal workers is increasing, good information about workers' rights is more important than ever. “It's great to see a resource that answers some of their most pressing concerns, and that sends a clear message that UK authorities, visa operators, and charities are there to support them.”

Given that compliance is central to everything that Pro-Force does, the business regularly surveyed migrant workers that it recruited for the UK government’s seasonal worker scheme (SWS) in 2022.Pro-Force’s efforts have focused around three surveys: one that asks about the experience during recruitment, one that asks about the working experience, and finally, one upon departure. In summary, the results have been very positive and broadly in line with those from 2021. This is reassuring given the difficulties faced as a result of the invasion of Ukraine, and the higher than usual percentage of new workers recruited. For example, 83.4% of respondents either strongly agreed or agreed that they were provided with good information during the recruitment process.I was provided with good information during the recruitment for my job in the UK.96.5% either strongly agree or agree that they have a good understanding of their job and what is required of them.I have a good understanding of my job and what is required of me86.9% either strongly agree or agree that they have access to suitable and hygienic kitchen and sanitary facilities in their accommodation.I have access to suitable, hygienic kitchen and sanitary facilities in my accommodationNaturally, there are some learning points to take away. For example, 67.4% of workers either strongly agree or agree that they are provided with enough working hours each week. I feel that I am provided with enough hours each weekPro-Force will be working closely with our clients to ensure that, wherever possible, changes are made to the extent that workers feel like they’re receiving a sufficient number of hours work. Though it is worth nothing that despite Pro-Force having always contractually required growers to ensure workers are offered at least 32 hours every week, workers generally consider a minimum of 40 hours per week to be ‘enough’. Workers on the scheme have a maximum stay of 26 weeks to earn, hence consider every week as vital.Maintenance issues or problems with my accommodation were fixed quicklyWhat’s more, 72.2% of respondents either strongly agreed or agreed that maintenance issues or problems with their accommodation were fixed quickly. Though Pro-Force has a robust internal auditing process as well as an independent third party audit on accommodation, it will work closely with farming clients to ensure that a higher proportion of workers report feeling satisfied in this respect.I would recommend working with Pro-Force in the UK to a friend.Though pleasingly, 89.4% of workers reported that they would recommend working with Pro-Force in the UK to a friend. In summary, the results of the surveys are pleasing, in that 77%, 82% and 89% of respondents respectively answered either that they strongly agree or agree with the statements in the recruitment, work and departure surveys. Pro-Force never rests on its laurels, hence will continue to work hard to demonstrate that it is the compliance leader of seasonal worker labour providers.

Safeguarding workers' rights in the UK seasonal worker scheme
Industry and non-profits unite to safeguard workers' rights in the UK seasonal worker scheme Pro-Force is working collaboratively as a member of the Seasonal Workers Scheme Taskforce and member of the governance committee. The Taskforce is working to implement practical actions to help safeguard and ensure access to workers’ rights in the UK Seasonal Workers Scheme. We look forward to continuing to develop best practice for the Seasonal Workers Scheme and many existing collaborative projects designed to help safeguard migrant workers and ensure access to workers’ rights in the UK.In autumn 2022 a series of multi-stakeholder roundtables were held, focussed on developing practical solutions to respond to these risks. As a result of the roundtables, a number of working groups were established and a series of projects were funded by UK Supermarkets with industry input; including regional grower good practice roadshows and toolkit, a common assessment of Scheme Operators, and a multi-language worker-information app, which Scheme Operators have also funded. Pro-Force has supported the Just Good Work app in both 2021 and 2022. Moving forward, the taskforce will progress a range of workstreams focussed on improvements that can be made within the current design of the Seasonal Workers Scheme. These include: improving workers’ access to information and communication; monitoring and improving practices during recruitment as well as on-farm; and, addressing recruitment fees paid by workers and improving their overall earnings. The taskforce will also engage with Government departments and enforcement agencies on potential changes to Scheme rules, regulation, oversight and enforcement. The Taskforce is currently made up of over 50 organisations including retailers, growers, Scheme Operators, trade and membership associations, migrant worker community organisations and non-profits, who actively contribute to and support the various working groups and activities. Taskforce activities will be co-ordinated by not-for-profit organisation, Stronger Together, as Secretariat, and governed by a multi-stakeholder Governance Committee representing these groups.

Pro-Force Delighted to Sign Kyrgyzstan Agreement
We had a productive visit to Kyrgyzstan! In order to further strengthen our recruitment process and reduce the risks of worker exploitation we have signed cooperation agreements with Labour Ministries with a number of countries. Last week we were in Kyrgyzstan signing the most recent of our agreements and conducting our first recruitment events in the country.Pro-Force Compliance Director and Almaz Alybayev (Director of The Centre for Employment of Citizens Abroad) signing the cooperation agreement, overseen by Mr Bazarbayev (Labour Minister)Once again, our recruitment events focused on providing applicants with details about the scheme, the work they would be doing, examples of the accommodation they would live in and gave applicants to ask questions. Members of the Pro-Force team then conducted one to one interviews and applicants were tested on their ability to listen to instruction, their mobility, ability to distinguish colours and their ability to work at speed.Max Savchenko (Pro-Force SWS Manager) taking questions from applicants after the presentation. One to one interviews with the Pro-Force team.Testing stationsPotential applicants having access to information is key to reducing exploitation, with that in mind, Pro-Force Compliance Director joined the panel on three news TV chat shows including a live Q&A with viewers sending in their questions to the studio live on air.

We hope this is the start of more of our clients joining us at the start of the worker’s journey (watch this space!). It was also a pleasure to have colleagues from the IOM at the event. Pro-Force wins Best Employer Award
Pro-Force wins Best Employer Award! Building on the work we did earlier in 2022 to develop new source countries, we have been back to Uzbekistan to participate in their International Labour Migration forum. The event, hosted by the Ministry of Employment and Labour Relations, brought together organisations from across the globe to discuss the advantages of safe and legal migration. Our Compliance Director was a guest speaker at the event and was honoured accept The Best Employer award on behalf of Pro-Force. This is also recognition of the amazing growers we work with across the UK. Whilst our Compliance Director was busy at the forum discussing international migration with delegates from across the globe, our Seasonal Worker team were even busier recruiting for our first arrivals of 2023. Through our co-operation agreement with the Labour Ministry of the Republic of Uzbekistan, we work collaboratively to recruit workers for the scheme. These workers then receive support from the Labour Ministry during the application process, and from the Uzbek Embassy whilst they are in the UK. Recruitment events were held in the capital, Tashkent, and in Samarkand which is one of the key agricultural regions in the country. Whilst it required our team to make a marathon 10 hour round trip, it meant that 300 applicants didn’t have the additional cost of travel. Congratulations again to everyone involved!

Recruiting from New Source Countries
We fully recognise the challenges and risks of recruiting through new countries, both cultural and legal, the processes and laws in the source country are often different to those in the UK. When we needed to expand our source countries, largely due to the impact of the invasion of Ukraine, we wanted to ensure we opened up new countries without breaching UK law, breaching laws in the source countries and creating opportunities for workers to be exploited. Worker knowledge of UK laws, the SWS and how to apply is a critical factor in reducing opportunities for exploitation, but knowledge is often lacking in new countries due to the lack of experience of workers coming to the UK.As such, earlier in 2022 we signed co-operation agreements with the Labour Ministry External Migration Department in Uzbekistan and the Ministry of Labour, Migration and Employment of Population of the Republic of Tajikistan. These cooperation agreements provide Pro-Force access to citizens of those countries through official government channels. It also ensures that we have the best access to information about operating legally in those countries. Fig 5. Pro-Force Compliance Director being interviewed on the Uzbekistan News channel about the new cooperation agreement.Pro-Force is still responsible for the assessment centres and selection process, but workers also benefit by being able to seek free advice through government channels if they need support in submitting their visa application, arranging travel and will be supported by the embassy if they face any issues whilst in the UK. Fig 6. Max Savchenko (Seasonal Worker Scheme Manger, Pro-Force) delivering SWS presentation in Tajikistan Fig 7. Workers being interviewed in country by members of the Pro-Force team We are progressing similar arrangements with Kyrgyzstan and have met multiple times with the UK embassy and are planning to visit the country in 2023. These partnerships will ultimately lead to Pro-Force opening operating companies in the source country to replicate the success of our Ukrainian business.

Seasonal Poultry Workers Scheme 2022
Pro-Force is delighted to announce we have been selected as an operator of the Seasonal Poultry Workers Scheme. This builds on our successful poultry pilot in 2021 and four years as a sponsor under the Horticulture scheme. As announced by the government in June 2022, the Seasonal Worker Scheme has been extended until the end of 2024, with 2,000 visas being made available for the Poultry sector. The visas will allow seasonal workers to come to the UK to work in the poultry sector between October and December, ensuring producers are able to effectively deal with the festive peak in production. The workers will be permitted to work in positions that are seasonal, and in a number of different roles such as butchers, catchers, pluckers, processing and packing.“We believe that our appointment as an operator of the Poultry Scheme is not only a result of our ability to provide an effective visa scheme for the industry, but also a reflection of our commitment to lead on compliance and worker welfare. We will continue to promote tools that enhance the worker experience, such as the Just Good Work app.” (Matt Jarrett, Group CEO)Businesses wishing to access the scheme should contact poultry@pro-force.co.uk.

Seasonal Workers Scheme 2022
Pro-Force is delighted to continue operating as one of the four sponsors of the Seasonal Workers Visa Route, as it enters its fourth year.As announced by the government on the 24th of December 2021, the scheme has been extended until the end of 2024, with 30,000 visa being made available and a further 10,000 to be added if deemed necessary. In order to demonstrate its dedication to helping the sector, Pro-Force has decided to freeze its pricing for the 2022 season. What’s more, given that worker welfare is central to all that we do, we’ve switched to a new insurance policy which gives even greater coverage and has reduced the excess by two thirds.Building on the translation of the Just Good Work app, we are developing our worker information channels through the introduction of a Learner Management System. This will further improve accessibility of pre-departure orientation information, so that our workers are as best prepared and informed as possible, prior to arrival. Matt Jarrett, Pro-Force CEO added,“2021 was a great success for our business, placing 8,500 workers via the scheme, and as always, we will continue to innovate in order to improve the experience for our clients and workers.”

Though it is worth nothing that despite Pro-Force requiring growers to ensure workers are offered at least 32 hours every week, workers generally consider a minimum of 40 hours per week to be ‘enough’. Just Good Work App
Despite the UK leading the way for workers’ rights, exploitation of migrant workers is still all too common. Complaints include being charged illegal recruitment fees, not having a contract of employment and being unaware of local laws.Just Good Workis an app that seeks to combat this exploitation. In September 2020, in collaboration with the Association of Labour Providers, they launched a free mobile app, giving jobseekers and workers from the UK and abroad critical information and advice for everything needed on the journey into a new job.Subjects covered include recruitment, employment, life outside of work, changing jobs and moving on. Practical aspects such as weather, culture and housing are also addressed, to enable workers to settle in to working life in the UK as best possible.Given that compliance is central to Pro-Force’s mission, the company has covered the cost of translating the Just Good Work app in to Ukrainian, while SHPRESA, a charity which supports Albanian-speaking refugees and migrants in the UK, has completed the Albanian translation as part of their programme.Pro-Force’s Director of Compliance, commented, “Compliance is at the heart of everything that we do, and the majority of seasonal worker pilot (SWP) workers that we recruit originate from Ukraine. So it made perfect sense for us to assist Just Good Work with the Ukrainian translation, in order to help our workers be as informed about their employment rights as possible. It can only benefit all stakeholders in the supply chain for workers to be thoroughly knowledgeable of their rights. The app, which is free of charge to all workers, not just those recruited by Pro-Force, re-launched with the new Ukrainian translation at the beginning of August 2021.
